Description

The Association of Old Crows, OSD(C3I) and the Aerospace Command and Control and Intelligence, Surveillance and Reconnaissance Center (AC2ISRC) will co-sponsor an Intelligence, Surveillance and Reconnaissance/Time Critical Targeting (ISR/TCT) conference on l4-l6 November 200l at the National Aeronautics and Space Administration (NASA) Langley Research Center and Langley AFB, Hampton, Virginia. The conference will be at the SECRET, U.S. ONLY classification level and will consist of briefings and an extensive static display of aircraft/systems. The theme of the conference will be "ISR...Delivering Targetable Information." The conference chairman will be Mr. Kevin Meiners, Director, ISR Systems, OSD(C3I). The invited keynote speaker for the conference will be General John Jumper, USAF, commander, Headquarters Air Combat Command. Session I will address: "An Operational View" with a keynote address by Mr. Meiners. Briefings will include: Worldwide Operations (Joint Staff); Sensitive Reconnaissance Operations Study (OSD); Balkans TF (EUCOM JRC); Joint Task Force Operations (CENTCOM); Korea Operations (PACOM); and the EP-3 Incident. Session II will address "The Future." The invited keynote speaker will be Maj Gen Robert F. Behler, USAF, AC2ISRC commander. Topics will include: ISR Integrated Capstone Strategic Plan; Congressional Viewpoint; DARPA projects; MASINT Contributions; Space ISR; the UAV Roadmap; USAF MC2A; and USN MMA. Session III, entitled "Tooth to Tail," will start with a keynote address by RADM Robert M. Nutwell, USN, Deputy Assistant Secretary of Defense (C3ISR & Space). Session papers will focus on: Network Centric Operations; Distributed Common Ground Station; USAF/USN/USA Experimentation; Defense Science Board Study; USN's Multi-Mission Aircraft; USAF's Airborne ISR Follow-on and Commercial Airborne ISR. Session IV will feature the flight line static displays at Langley AFB which will include: USAF (U-2; Rivet Joint; Cobra Ball, Combat Sent, AWACS, JSTARS, Global Hawk, Predator, F-16 TARS, DGS-1, ARGUS and Senior Scout); USN (EP-3, P-3, Pioneer, FireScout, and F-l4 TARPS); USA (Guardrail, Hunter, Shadow, ARL, and Quick Fix); USMC (F-l8 ATARS and Dragon Eye). The final session will address "TCT-ISR's End Result" and will feature as the keynote Lt Gen Michael C. Short, USAF (Ret.) (Previous Commander, Air South, Operation ALLIED FORCE). Briefings will include: JFCOM's Attack Operations; JTAMDO Attack Operations; USN/USAF Warfighter Talks; TCT System of Systems; Precision Engagement Strategic Topic; and National Agencies' Support to TCT. As one can see, this is a not to be missed conference for those engaged in ISR/TCT activities. It will provide an excellent overview of the status and direction of the functional areas by senior decision makers, as well as afford an opportunity to observe and receive briefings from flight crews actually engaged in ISR/TCT operations.
