Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and therefore, a formal written document will not be issued. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 97-27. The Television-Audio support Activity is tasked with the procurement of the following: 1) Teleconferencing System (portable); contractor shall provide and install 20 each teleconferencing systems to include all necessary materials, labor, and training for personnel as follows: 20 each 2200-10323-001 Polycom Viewstation FX, 2 each 2200-12323-001 Polycom VS4000 H.323, 3 each Sony pan/tilt/zoom camera model EVI-D30, 18 each Executive Video System Cart for 32-inch Display Video Conference International part number UT-4620, 1 each 2151-06746-100 Polycom/Global Management System version 2.0 CD pack license, 11 each Canon document Camera model RE-350, 22 each 2215-10646-001 Polycom Quad BRI Interface for Viewstation FX and VS4000 to include cables and accessories, 22 each NT4 Network Termination for up to 4 ISDN lines MFR: Alfa Telecom part number UT-4620, 3 each WM-30B Sony wall mount for Sony camera, and 19 each 4862-06559-001 Polycom on-site installation support for Viewstation FX. The installation includes Network ordering co-ordination, project logistical coordination. Up to one (1) day on-site installation support by field Engineer Resources. Also included is on-site system overview training by Engineer during installation, end user training with National Video Training Facility, and ten (10) hours of remote tele-assistance for any unresolved network connectivity issues. The exact location for the system to be installed in the buildings shall be defined by an understanding between the Government Technical Representative (GTR) and the Contractor to which the contract is awarded, at time of installation. The GTR shall make final decision on location and placement of all equipment. The Contractor shall utilize the industrially recognized equipment safety procedures during installation, testing, and training to avoid personal injury and property damage. Training: The Contractor shall provide one (1) day of training at each location for the teleconferencing systems. The systems will be installed at two Government locations and within 19 different buildings and/or rooms. The one (1) day training will take place within each room for each system. The contractor shall follow the manufacturer's recommended training program and shall be conducted by manufacturer's authorized service personnel. The two locations will be for the Army Research Lab at Adelfi, Maryland and Aberdeen Proving Ground, Maryland. Note: This requirement also includes trade-in of 15 each Government owned Model 4500 Picturetel Teleconferencing Systems; 2) Twenty (20) each Polycom Contract Maintenance; remote; three (3) year OneCare for Viewstation MP Teleconferencing Unit; includes: 7X24 Emergency Tele-support, access to National Help Desk and Technical Assistance Center during normal business hours, access to National Video Testing Facilities, next business day failed parts shipments for customer installation, and network problem resolution support. The Teleconferencing units are located at Aberdeen Proving Ground, Maryland and Adelfi, Maryland; 3) Nineteen (19) each Polycom Contract Maintenance; remote; three (3) year OneCare for Viewstation FX Teleconferencing unit; includes: 7X24 Emergency Tele-Support, access to National Help Desk and Technical Assistance Center during normal business hours, access to National Video Testing Facilities, next business day failed parts shipments for customer installation, and Network Problem Resolution Support. The Teleconferencing units are located at Aberdeen Proving Ground, Maryland and Adelphia, Maryland; 4) Nineteen (19) each Sima Products Corp p/n: SVS-4 Switcher, automatic; audio/video; convert composite to S-Video; c/w IR Remote, AC Adapter, and audio video cables; PWR RQMTS: 120VAC/60HZ; 5) Valiant p/n: S4P-S4P-3HR Cable Assembly, S-VHS; 4-pin; plug to plug; 3-ft; high resolution; 6) Nineteen (19) each Valiant p/n: VGA15P-P-25HR Cable Assembly, VGA/SVGA/XGA/SXGA; 15-pin; plug to plug; high resolution; 25-ft; and 7) Eleven (11) each Valiant p/n: S4P-S4P-25HR Cable Assembly, plug to plug; 25-ft; high resolution. The equipment shall be delivered FOB destination to the U.S. Army Research Laboratory, Adelphia, Maryland and Aberdeen Proving Ground, Maryland not later than 60 days after receipt of order. Installation and training shall be performed shortly thereafter at mutually agreed upon dates. All responsible sources may submit a quote, which shall be considered by the agency. Brand named items have been identified as meeting or exceeding the Government's minimum requirements but are not established as standards upon which other offered brand named items will be evaluated. Proposals offering other than brand named items must submit complete technical data for evaluation. Responses to this notice should be provided in writing by 21 Sep 01, 1300 local time.
