Description

The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to issue Request for Proposals (RFP) No. N66001-01-R-0016 for systems engineering and management services, software and hardware engineering and installation support, system testing and logistics support in order to provide enhancements to Ultra High Frequency Military Satellite Communications systems. This requirement is a follow on to Contract N66001-96-D-0014. The estimated level of effort is 319,500 hours for the entire performance period which will consist of a three year base with two one-year options for a total of five years. This is a full and open competition procurement and it is contemplated multiple awards will be made on an indefinite delivery, indefinite quantity basis with a cost plus fixed fee pricing arrangement. Large businesses are strongly encouraged to form joint ventures with small businesses. It is anticipated between three and five contract awards will be made and the government desires to make one or more awards to small businesses and/or joint ventures between a large and small business who are determined qualified under the evaluation criteria to be set forth in the RFP. The applicable NAICS is 541330. The estimated release date for the solicitation is 30 October 2001.
