- The United States Department of Labor, in support of the Bureau of International Labor Affairs (ILAB), is seeking a contractor to assist with ILAB?s Pension System Assistance Program.=20 As part of its technical assistance program in Central and Eastern Europe, the Office of Foreign Relations of the Bureau of International Labor Affairs seeks a contractor to help ILAB work closely with host governments to help reform those countries? social insurance systems.=20 To date this work has been funded under the Support for the East European Democracy (SEED) Act through annual interagency agreements with USAID. The technical assistance will be provided to countries in Asia, Africa, Latin America and other regions under ILAB?s new bilateral program on Economically Empowering Workers. The contractor shall demonstrate the ability to provide the following:=20 1. Experience providing training, on-site consultation and other technical assistance on social insurance and pension reform to foreign governments. 2. Professional staff to include: actuaries, economists, policy analysts, computer modelers (econometrics), mathematicians and demographers. 3. Staff readily available to travel overseas on short notice. 4. Staff or personnel to provide training and on-site consultation to include at least two current or former executive-level managers from the U.S. Social Security Administration. 5. Staff must be members of the National Academy of Social Insurance. 6. Demonstrated ability to team with leading university to develop and deliver education and training on actuarial sciences and financial management. 7. Proven ability to organize and conduct multi-country conferences for senior government executives on social insurance and pension reform.=20 THIS IS NOT A REQUEST FOR PROPOSALS. All interested parties who believe they meet this requirement are invited to submit in writing, by October 17, 2001, by 3pm Washington, D.C. time, information describing their ability to provide these services. Vendor?s interested in performing this project must submit a Statement of Qualifications/Capabilities Statement which identifies the vendor?s experience in the performance of services the same or similar to the one to be performed. THE STATEMENT OF QUALIFICATIONS MUST BE PROVIDED IN TRIPLICATE, AND TRANSMITTED UNDER A COVER LETTER. The cover letter must cite the number of this market survey (RFI T.N. 01-41), and it must state whether the respondent is a large, small or 8(a) business concern. Respondents that are small business concerns must also state whether they are small disadvantaged business and/or small woman-owned businesses. The closing date for the receipt of responses is 30 days from the date of this notice. Please submit all responses to Julie Lawrence at the U.S. Department of Labor, Procurement Services Center, Room N-5416, 200 Constitution Ave., NW, Washington, D.C. 20210. The Government reserves the right to compete any acquisition resulting from this survey among small businesses or to make award to an 8(a) firm, based on the responses received.
