- Description
- DESC: The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with J.E. Pope Company, 551-A Pylon Drive, Raleigh, NC 27606 for services pertaining to the relocation of the U.S. EPA, National Technology Services Division's (NTSD), three (3 ea.) Tape Space Saver Systems. The NAICS Code for this procurement is 334112, and the Small Business size is 1,000 personnel. The agency's requirement is for the relocation of the Tape Space Saver System from the National Computer Center located in the Environmental Research Center (ERC) at 86 T.W. Alexander Drive, RTP, NC 27711 to the new National Computer Center located at 109 Alexander Drive, RTP, NC 27711. This also includes the relocation of additional Tape Space Saver System equipment from the Annex building to the NHEERL Building (located in the close proximity to the ERC). This relocation will involve disassembly, packing, moving, unpacking, reassembly, and testing to ensure the system is fully operational after the move. The Tape Space Saver System is a custom made tape library system. J.E. Pope, Inc. built and maintains the system. This is the only company that has performed maintenance on the system listed above. The Space Saver Storage System is currently under a maintenance contract with J.E. Pope. Additionally, J.E. Pope Company, Inc. has exclusive copyrights, patents, and/or trade secret ownership, and parts needed to build, move and maintain the system. J.E. Pope has not licensed these exclusive rights to any other vendor. EPA believes J.E. Pope Company, Inc. is the only vendor capable of satisfying the relocation requirements stated above. FAR 6.302-1 states: "only one responsible source and no other type of supplies or services will satisfy agency requirements". No solicitation is available. All interested parties must respond within 15 days of the date of this announcement. Interested parties who can meet the above requirements shall submit: 1) information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible.
