Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Respondents should download FAR 52.212-3, complete the Representations and Certifications, and turn them in with their response no later than the closing date of this solicitation, which is 24 September, 2001, 4:00 Alaska time. The NAICS Code for this acquisition is 531130 and the size standard is $18.5M. The US Army Corps of Engineers, Alaska District, located in Anchorage, Alaska, has a requirement for temporary storage of records for one year with the option to extend for an additional one year. The records storage area currently houses approximately 2,500 boxes of records that must be environmentally controlled and available for retrieval during the normal business hours of the Corps of Engineers, 0730-1600, Monday through Friday, except Federal holidays. Some records may need to be pulled for destruction during the temporary storage time period. Those records will be identified by the District Records Manager, requested to be pulled and then moved to the Archive. Some records may need to be added to the District Temporary Off-site Storage area during the time of storage. Those records will be processed by the District Records Manager, who will then notify the Temporary Off-Site Storage Office and request that the records be added to the District Records Storage. When the requirement for the Temporary Off-Site Storage Area is complete all records must be returned to the U.S. Army Corps of Engineers, Records Manager. Coordination of the records move will be between the office of Information Management and the vendor of the Temporary Off-site Storage Office. Specific tasks to be accomplished: Bar Code for cataloging each box of records to ensure individual identification. Cross catalog with the current Corps of Engineers box identification to ensure proper file identification. Pick up and move all boxes of records from the U.S. Army Corps of Engineers Records Storage Area. Store each box of Records at Temporary Off Site Storage Area allowing for easy access to files. During the period of Temporary Storage some records will be identified as needing to be accessed and reviewed by the U.S. Army Corps of Engineers. Upon request from the Alaska District Records Manager or Chief of Systems and Data Administration, Information Management, the vendor will pull identified box(es) of records and deliver to 2204 3rd Street, Elmendorf AFB, Alaska, U.S. Army Corps of Engineers, Room 90. Upon request of the Alaska District Records Manager, or Chief of Systems and Data Administration, Information Management, the vendor will pick up box(es) of records at 2204 3rd Street, Elmendorf AFB, Alaska, U.S. Army Corps of Engineers, Room 90, and put the box(es) back in the Temporary Off-site Storage Area. Upon request of the Alaska District Records Manager or Chief of systems and Data Administration, Information Management, some boxes of records will reach time limitation for destruction during the temporary storage period. These boxes will be identified by the Alaska District Records Manager, requested for retrieval and delivered to 2204 3rd Street, Elmendorf AFB, Alaska, U.S. Army Corps of Engineers, Room 90. These boxes will be destroyed by the Alaska District Records Manager and will not return to the Temporary Off Site Storage Area. Written notification will be given to the vendor identifying the bar code of the box(es) that have been destroyed in order to keep the cataloging of the records accurate. Upon request of the Alaska District Records Manager or Chief of Systems and Data Administration, Information Management, some boxes of records will reach time limitation for permanent storage at the National Archives during the Temporary Storage period. These boxes will be identified by the Alaska District records manager, requested for retrieval and delivery to 2204 3rd Street, Elmendorf AFB, Alaska, US Army Corps of Engineers, Room 90. These boxes will be submitted to the National Archives by the Alaska District records manager and will not return to the temporary off site storage area. Written notification will be given to the vendor identifying the bar code of the boxes that have been submitted to the National Archives in order to keep the cataloging of the records accurate. Upon request additional boxes of records may be added to the temporary off site storage area. These boxes will be identified by the Alaska District Records Manager, requested for retrieval from 2204 3rd Street, Elmendorf AFB, Alaska, U.S. Army Corps of Engineers, Room 90. These boxes will be submitted to the Temporary Off Site Area by the new bar code and cross cataloging of the new boxes to be submitted to the Temporary Off Site Area in order to keep the cataloging of the records accurate. Upon completion of the purchase order all of the U.S. Army Corps of Engineers Records will be delivered to 2204 3rd Street, Elmendorf AFB, Alaska, Attention Alaska District Records Manager or Chief of Systems and Data Administration, Information Management. The offeror shall be responsible for delivery of all records in storage. Storage Requirements: Climate Controlled Facility; Security Controlled Facility; Fire Control System; Pest and Rodent Controlled Facility; Records accessible during U.S. Army Corps of Engineers business hours (0730-1600); Turn around within 4 hours from request of records; 24 hour emergency retrieval of records; Security of access to records by list of authorized personnel, to be provided upon award; Pick up and delivery of records by vendor; Location at Temporary Off Site Storage for viewing of records by authorized personnel; Bar Coding of each box; Cross cataloging of Vendor Bar Coding and U.S. Army Corps of Engineers box identification. There are two Contract Line Item Numbers, (CLINs), numbered 0001 and 0002. CLIN 0001 is for a lump sum of 1 for the total effort. CLIN 0002 is for a one year option for the same effort. The period of performance is intended to be 01 Oct 2001 through 30 Sep 2002 for the base year and 01 Oct 2002 through 30 Sep 2003 for the option period, if exercised. FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5 all apply to this acquisition. Numbered Note 1 applies.
