Description

The Naval Air Systems Command intends to negotiate and award a Sole Source, Firm Fixed-Price contract with Raytheon Missile Systems (RMS), Tucson, Arizona for AIM-9M-8/9s, -1/2s and spare components. The USAF and USN will undertake with RMS an ?Exchange? Program in accordance with 40 USC 481(c), 41 CFR 101-46. Under this exchange program the U.S. Government will initially provide approximately 1200 AIM-9M-1/2s that Raytheon will refurbish and upgrade to the AIM-9M-8/9 configuration or refurbish as operational ?1/2s for sale to Foreign Military Sales (FMS) customers as All Up Rounds (AURs), Captive Air Training Missiles (CATMs) or component spares. In exchange, the U.S. Government will receive a credit that will be applied toward the procurement of AIM-9X assets. RMS is the sole manufacturer of the AIM-9M Guidance and Control Section (GCS), Active Optical Target Detector (AOTD) and is the sole source manufacturer of the AUR AIM-9X missile. As such, RMS is the only source that possesses the requisite technical and engineering capability to enter into an exchange program and fulfill the aforementioned requirements within the required timeframe.
