- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. Solicitation SA1301-01-RQ-0016 is issued as a request for quotation. The United States Department of Commerce has a requirement for a contractor to provide courier pick-up/delivery service between the U.S. Department of Commerce (USDOC), Herbert C. Hoover Building (HCHB), the U.S. Department of State -- Passport Services Office and various Embassies/Consulates in the Washington, D.C. area. The Government intends to make one (1) Firm Fixed Price (FFP) contract award resulting from this solicitation to the offeror whose offer conforming to the solicitation will provide the best value to the Government. This acquisition is a 100% small business set-aside. The NAICS code is 492110. The contemplated award will be from date of award until September 30, 2002 with four option periods. The Government reserves the right to exercise the options. The contractor shall provide the following: 1) reliable and responsible messengers that will handle with the utmost care and security, the official and diplomatic passports of all USDOC employees; 2) messengers to pick-up passport/visa applications from USDOC, Room 1874, and deliver them to the U.S. Department of State Passport Services Office and/or various Embassies in the Washington, D.C. area; 3) messengers that will arrive at USDOC between 9:30am and 10:00am five days a week (Monday through Friday, excluding Federal Holidays); 4)messenger pick-up completed passports/visas and return them to USDOC no later than 1:00PM; 5) on call for the occasional need to go to the Passport Services Office and/or an Embassy/Consulate that has afternoon hours only; 6) messengers that are familiar with the Passport Services Office and embassy/consulate pick-up delivery Procedures; 7) messengers that will be available to handle between 8-11 stops per day or 35-41 stops per week. (see attached sample for one day's activity). When necessary the messenger is authorized wait time not to exceed 30 minutes. If the wait time is expected to be longer, the messenger will be instructed to call the SATOTRAVEL, Passport and Visa Coordinator for approval. The offeror will be evaluated against the following: 1) Past Performance/Experience. The contractor shall provide 3 references for past performance. Include in your response the contract number, services provided, contract amount, contact name and phone number. The Offeror shall also include corporate/key personnel experience for your firm. 2) Cost to the government. Based on the described requirement Pricing shall be submitted as follows: Line Item 0001: Fee to pick-up Passport/Visa applications from the HCHB and deliver to the Department of State Passport Services Office; Line Item 0002: Fee to pick up Passport/Visa applications from the HCHB or Department of State Passport Services Office and deliver to Embassies/Consulates; Line Item 0003: Round Trip Fee: From HCHB to Department of State -- Passport Services Office, From HCHB or Department of State Passport Services Office to Embassies/Consulates; Line Item 0004: Wait Time/Per Minute charge (over 30 minutes). NOTE: THE OFFEROR SHALL PROVIDE PRICING FOR THE BASE YEAR AND THE FOUR OPTION YEARS. The Government reserves the right to award a contract to other than the highest ranked technical proposals if, in its judgement, the potential cost savings offset a minor difference in technical scores. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offeror's -- Commercial Items; 52.212-2, Evaluation of Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders -- Commercial Items apply to this acquisition. Offerors must also download and submit a copy of the provision at FAR 52.212-3, Offer Representations and Certifications -- Commercial Items (http://www.arnet.gov/far) with their quotation. Quotations are due no later than 3:00pm on September 24, 2001.
