This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quote Number N00421-01-Q-0637 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Acquisition Circular 91-13. This action is not set aside for small businesses. The applicable NAICS is 541330 and the small business size standard is 18.0 dollars. The Government intends to solicit and negotiate on a SOLE SOURCE BASIS with KNIGHT CONTROLS, INC. Under the authority of FAR 6.302-1, KNIGHT CONTROLS, INC.. is the sole qualified supplier of this up-grade at the present time. The required service is for the upgrade of the Instrumentation/Control System that is installed in Helicopter Transmission Test Facility (HTTF) in the Propulsion Systems Evaluation Facility at Naval Air Warfare Center, Aircraft Division. This upgrade is a result of an in-house design effort to replace outdated HTTF components, which can no longer support growing customer requirements for data rate and time synchronization of data. Knight Controls is the only company found that has extensive systems integration experience using both the old (Daytronic System 10) and the new (Daytronic SPS8000) instrumentation and control systems. Naval Air Warfare Center (NAWC) will be supplying the Daytronic SPS 8000 data acquisition system, Windows NT 4.0 and LabVIEW 6i software, all computers, displays, Systran Reflective memory cards, fiber optic cabling, printers, and any ancillary items necessary. The contractor will provide the following services to program, connect, and install the Helicopter Transmission Test Facility (HTTF) Test Cell Upgrade Hardware and Software into a working package as follows: 1. Format and install the Windows NT 4.0 and LabVIEW software on all computers, and install DOS 6.22 on the main computer that has the Daytronic DGI card., 2. Install the Systran Reflective memory cards in the computers., 3. Provide a Windows NT 4.0 Configurator Software package currently being used with the SPS 8000 data acquisition system (Version 6.05)., 4. Provide a Communications Driver currently being used with the SPS 8000 DGI card in Windows NT 4.0., 5. Provide a Reflective Memory card driver in Windows NT 4.0 to "Read data" from the DGI card and to "Write data" to a ScramNet card network., 6. Provide a Memory Allocator software feature or mechanism in Windows NT 4.0 to enable the replay into LabVIEW., 7. Provide a LabVIEW Driver for Windows NT 4.0 to enable communication between LabVIEW 6i and the SPS 8000 system., 8. Provide a LabVIEW Driver in Windows NT 4.0 to enable LabVIEW to read data from the Systran Reflective Memory card., 9. Provide Programming in LabVIEW to acquire SPS 8000 test data from the Reflective Memory card and display it. This program will work on all computers connected to the ScramNet card network, and running Windows NT 4.0. Displays are to be as similar to current displays as possible within the LabVIEW capabilities., 10. Provide Programming in LabVIEW to store the acquired data from the SPS 8000 onto the Hard disk in a computer. This software should be able to be run on several computers connected to the ScramNet card network, to enable multiple storage. Data should be able to be stored in a pre-trigger and post-trigger buffer at high speeds, and at a slower rate to disk. The "trigger" will be a limit value or logic event value as monitored by LabVIEW. The software should allow "replay" of that buffered data and transfer in Excel-compatible format to an external computer. Software will also allow the Operator to command a "store" of a few seconds of data that will be averaged and then available for display or for printout., 11. Provide pullout drawers for the desktop computers, to fit into the NAWC 19" racks. Each drawer will have a Keyboard and Mouse connector on the front panel., 12. Provide AutoCad drawings of the interconnections of the items in the network, exclusive of inputs and outputs to the SPS 8000, which NAWC will provide., 13. Provide source code and documentation of all software generated in support of this upgrade effort., 14. Install a Datum BC620AT Time and Frequency Processor Card in the Main Computer and use it to provide an overall System Clock to be used to display time and time tag all recorded data for time correlation of information. NAWC will furnish the Datum BC620AT Time and Frequency Processor Card and Datum 620-WINDSK Windows Software Development Kit. The overall function of the contractor's software package will be to acquire data from the SPS 8000 and write it to the ScramNet Reflective memory network of computers. NAWC will transport the SPS 8000, computers, monitors, interconnect cables, and any printers or ancillary items to the Integrators' facility where the Integrator will connect the network and verify proper operation of the network system and their software. Personnel from NAWC will visit the Integrator's facility to assist in the initial design of screens and to review operational items at the start of the programming phase of the contract. NAWC personnel may also travel to the Integrators' facility to approve the system verification before the items are returned to NAWC. Return of the equipment after approval will be arranged by NAWC. The Integrator will then come to NAWC for one week to help install and checkout the system. NAWC may purchase additional on-Site assistance time beyond the one-week period and may purchase additional software and hardware features and operational enhancements under separate order. This notice of intent is not a request for competitive proposals. However, interested parties may submit a proposal in which they identify their interest and capability. All proposals received by 2:30 PM Eastern Standard Time, 25 September 2001 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000) is incorporated by reference and applies to this acquisition. The Government intends to award this contract to KNIGHT CONTROLS, INC. Therefore, the provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) does not apply to this acquisition. The Government will evaluate KNIGHT CONTROLS, INC. proposal to determine the price fair and reasonable in accordance with FAR Part 15, before making award. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. The offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (May 2001) with its proposal. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (May 2001) is incorporated by reference and applies to this acquisition.
