Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to award on an other than full and open competition basis, a modification to the above contract to perform the following: Expand from proof of concept to full scale design validation, scale-up, and prototyping of critical propulsion and airframe components for fulfilling Navy Time Critical Strike (TCS) mission requirements. Perform a full scale direct connect test of the propulsion system demonstrating delivered specific impulse (Isp), and engine operability at ramjet takeover, midpoint acceleration to cruise, and design cruise mach number. Identify preliminary requirements for ejector, lug attachment, and sway brace loads for the air launched version. conduct subscale component level testing to validate material properties at worst flight conditions. Perform adequate material testing to address flight certification issues. Conduct initial trade studies for generating the preliminary requirements for each subsystem, including fins, actuators, avionics, submunitions, thermal protection system, and guidance and navigation systems. Develop a 6 degree of freedom (6 DOF) model of the baseline airframe and propulsion system design, and conduct simulations aimed at validating mission requirement objectives and subsystem design. Conduct a performance comparison against a Liquid Fuel Ramjet (LFRJ), solid rocket, and turbine powered missile systems with the same weight and size restrictions. Perform production cost estimate of the SFRJ missile. This requirement is sole sourced to Lockheed Martin Missiles and Fire Control. Lockheed Martin Missiles and Fire Control is currently performing the basic contract and is the only company with the specific knowledge required to expand on the requirement. Any firms believing that they can perform the required effort may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing it's ability to do so without compromising the quality, accuracy, and reliability of the data or without causing programmatic hardship to the program.
