- The U.S. Immigration Service (INS) intends to award a sole source fixed price purchase to Balanced Scorecard Collaborative, 55 Old Bedford Road, Lincoln, Ma. 01773. The purchase order will permit the INS Management Support Service Personnel to participate in all three module of a commercial action-working group. This solicitation document incorporates provisions and clauses with the full force and effects of the Federal Acquisition Circular 97-27 and FAR part 12 for commercial items. This notice of intent is not a request for quote (RFQ) for competitive quotes. A determination has been made by the Government not to compete this action. Period of Performance is 365 days after award. See numbered Note 22. The Office of Information Resources Management is actively pursuing implementation of a balanced scorecard to measure performance within the INS, information technology environment. To accomplish this ambitious agenda, INS seeks to engage the Balanced Scorecard Collaborative, Inc. in its IT Balanced Scorecard Action Working Group. This engagement which will bring both public-sector and private-sector organizations together, will be instrumental to help INS facilitate the development of a balanced scorecard for the IRM information technology environment. The goal is to establish a road-map whereby IRM can translate its strategic vision through a structured methodology and field work to full development and implementation of a scorecard for IRM. This is a leading-edge initiative that requires a facilitated approach for IRM to succeed. While there is a specific deliverable anticipated as a result of this proposed effort (i.e., a balanced scorecard for IRM), it is recognized that this is not strictly a contractor-provided deliverable. The collaborative effort between the consultants and IRM will yield an appropriate balanced scorecard for the IRM organization upon completion of the three modules. The consultant engagement will be performed with an initiation kick-off module in November. Modules will be conducted at non-INS headquarters locations, with INS participant travel to be paid by INS. The three IRM representatives will be identified prior to the November engagement. It is anticipated that the three modules will run November 15th-16th, 2001, February 13th-14th, 2002 and June 18th-19th, 2002.
