Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUEST ED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number DAPC50-01-T-0591 IS ISSUED AS A Request for Quote (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 90-45. The North American I ndustry Classification System code is 421840, with a small business standard of 100 employees. Desired Delivery date October 15, 2001 and Required Delivery date October 20, 2001 (See FAR 52.211-9 for detail). The acquisition is a firm-fixed price contrac t. For the purchase of 302 each Triton Barrier, Model No. ENA TL-2, parts number 3595020-100/0000 or equal. Minimum characteristics are as follows: The barrier shall be highly portable and crashworthy longitudinal barrier suited for temporary barrier in highway construction zones, traffic control and positive protection system. Minimum construction: Barrier shall be constructed from a series of individual sections. Each section shall be constructed of a lightweight; recyclable, virgin, linear low densit y, polyethylene plastic shell, with UV stabilizers and anti oxidants, designed to accept water ballast. Minimum physical dimensions and capacities of the sections shall be: length (pin to pin) 1981 mm (78 inches), width 533 mm (21 inches), height 813 mm ( 32 inches) empty weight 64 kg (140 pounds), full weight 612 kg (1350 pounds), water ballast 5491 (145 gallons). Sections shall be constructed in white and work zone safety orange colors for high visibility. Each section shall be supported by an internal, galvanized, steel framework to provide additional rigidity during handling and impacts and equipped with a 12.7 mm (1/2 inch) diameter, galvanized steel cable along a recess in the top of the section for maximum tension capability. The ends of each secti on shall be constructed with vertically aligned knuckles, which interlock with those of adjacent sections and accepts a 51-mm (2-inch) diameter, steel-connecting pin. The connecting pin shall be constructed to securely join the sections and the tension ca bles for maximum impact performance. Each section shall be constructed with ribbed sidewalls to interact with an impacting vehicle in a way that resists penetration, vaulting and under riding and shall be stackable up to a minimum of three high to reduce shipping and storage space. The ribbed sidewalls of the barrier shall provide a convenient web to apply reflective sheeting. Each section shall be constructed with elevated forklift opening to allow for mechanical lifting when empty or full. Each sectio n shall be constructed with two 127 mm (5 inch) diameter, quick fill openings with covers and a 38 mm (1 1/2 inch) diameter rapid release gate valve to allow quick draining of the water ballast. A reflectorized fill level indicator shall be constructed in the top of each section to allow quick verification that the section is adequately full of water ballast. The barrier shall conform to U.S. Department of Transportation, Federal Highway Administration, American Association of State Highway and Transporta tion Officials, and Roadside Design Guide Washington, D.C. Delivery shall be made FOB destination (FAR 52.247-34) to MP BDE-H, Roy Brown, Bldg. T118 Palm Circle, Fort Shafter, HI 96858., phone (808) 438-8033, (FAR 42.300-4016). The provisions at FAR 52.21 2-1, Instructions to Offerors-Commercial, apply. FAR 52.212-2 Evaluation Commercial Items As a minimum, the proposal shall contain (1) Descriptive Literature to determine product acceptability; (2) Listing of past performance (contract references, inc lude name/address/phone); (3) Ability to meet delivery schedule; (4) Price/Cost for 302 each Tirton Barrier, Model No. ENA TL-2, parts number 3595020-100/0000. Offerors who fail to follow the format and requirements listed in 1 through 4 may be found unacceptable. Proposals will initially be evaluated for product acceptability. Only proposals with acceptable products will be considered. Award will be made to the responsible offeror on the basis of the lowest evaluated price with acceptable past performance and ability to meet the delivery schedule. The government may award a contract based on initial offers received, without discussion of such offers; therefo re, initial offer should contain the offeror s best terms from a cost or price and technical standpoint. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the time fo r delivery in the Government's required delivery schedule as follows: REQUIRED DELIVERY SCHEDULE Item: Triton Barrier, Model No. ENA TL-2, part numbers 3595020-100/0000 or equal as follows: 150 each by October 20, 2001, and the remainder of 152 each by Nov ember 20, 2001 after date of contract award. Offers that propose delivery of a quantity under such terms or conditions that delivery will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply. OFFEROR'S PROPOSED DELIVERY SCHEDULE Item: T riton Barrier, Model No. ENA TL-2, part numbers 3595020-100/0000 or equal as follows: Offeror provide a proposed delivery date and quantities after date of contract award. (b) Attention is directed to the Contract Award provision of the solicitation that p rovides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the a ward is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, t he Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the so licitation states that the contract or notice of award will be transmitted electronically. (The term working day excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
