- Description
- THIS NOTICE SUPERCEDES THE PREVIOUS CBD NOTICE SUBMISSION NUMBER 5077B7 DATED 30 NOVEMBER 2000, AND IS PROVIDED TO NOTIFY POTENTIAL OFFERORS THAT ALL SHIPBOARD HARDWARE REQUIREMENTS HAVE BEEN REMOVED FROM THIS PROCUREMENT. The Space and Naval Warfare Systems Command (SPAWAR) has a requirement for INMARSAT-B High Speed Data (HSD) leased service to provide up to 200 leased channels per month, for a data rate of up to 128 kbps per channel, and provide the Fleet more options to manage leased services. The service shall be full duplex, global (plus or minus 70 degrees latitude), for ship-to-shore, and shall be available 24 hours a day, 7 days a week. Both 64 Kbps and 128 Kbps service must be provided. In addition, Non-Channelized Service shall be proposed as an unpriced Pre-Planned Product Improvement option. Service must be fully integrated with INMARSAT Nera Saturn-Bm terminals. Other items that are to be available for order include: (1) terrestrial connectivity between the service-provider's Land Earth Stations (LESs) and Navy Points of Presence (POPs) located in Wahiawa, Hawaii; Norfolk, VA; Naples, Italy; and Bahrain; (2) service from secondary LESs with terrestrial connectivity to the foregoing Navy POPs. SPAWAR intends to award a single Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract, incorporating Fixed-Price Line Items, with a 60 month ordering period. Award of a commercial services-type contract in accordance with FAR Part 12 is anticipated. Release of the RFP is estimated approximately the end of September 2001, and Contract award is anticipated approximately December 2001 with performance beginning three months after contract award.
