Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Klaros Corporation, Beallsville, Maryland, for technical support services to NIST's semiconductor metrology programs. The Contractor shall represent NIST at Standards meetings, prepare trip reports detailing the meeting proceedings and advise NIST management of future standards activities. The services required represent on-going NIST support of standards activities for the semiconductor industry and its related infrastructure industries. Key attributes of this support require an in-depth knowledge of and relationships with a number of standards bodies, including Semiconductor Equipment and Materials International (SEMI) Standards, American Society for Testing and Materials (ASTM), German Institut for Standardization e.V(DIN) and Japanese Electronic Industry Development Association (JEDIA). These activities mainly involve external relationships requiring extensive experience, knowledge of historical events over a long period ("corporate memory"), foreign language skills, and specialized technical knowledge. The period of performance shall be 5 months from November 1, 2001 through March 31, 2002. F.O.B. Destination, Gaithersburg, Maryland. Klaros Corporation is the only vendor qualified to perform this project because their key personnel, Mr. Robert Scace, is uniquely qualified to execute this assignment because he has been the NIST representative on the above mentioned standards bodies for many years. His tenure has been for more than two decades and his depth of understanding of and his contributions to the standards process are unique. In addition, he has a working knowledge of German, a fundamental requirement for participation in DIN. It would not be possible for another vendor to achieve this level of understanding in the time required for completion of this project. The Government anticipates the award of a purchase order approximately October 9, 2001. A proposal shall be requested from Klaros Corporation before 10/05/2001. No solicitation document is available.
