Description
The Department of Justice, Procurement Services Staff, Simplified Acquisition Staff intends to procure on a sole source basis with MapInfo Corporation of Troy, NY services to integrate MapXtreme with Business Objects. This requirement will be procured in accordance with FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. MapXtreme requires integration with Business Objects to: I. PURPOSE AND OBJECTIVES The purpose of the work described in the statement of work is to obtain the services of a contractor to support efforts of the Department of Justice (DOJ) in the use of web-based geographic information system (GIS) technology, data warehousing, data modeling, data analysis, and to address issues concerning the review and allocation of its law enforcement resources. The objective is to continue on-line application development on the DOJ intra-net which will serve as a resource allocation model. II. BACKGROUND The Justice Management Division (JMD) of the United States Department of Justice has the responsibility for the collection, analysis and presentation of data to support the DOJ in planning and optimizing resource allocations. During the past three years, JMD has undertaken a pilot effort to prove the value of providing geographic presentations of staffing, workload, crime, and demographic data to the Department's executive staff. The pilot successfully demonstrated the benefit of using quality geographic visuals to compare the allocation of law enforcement resources across DOJ components. It also showed the advantage of comparisons of law enforcement resource data against other parameters such as crime and population trends in the state and local jurisdictions in which DOJ resources are located. As part of the pilot phase, DOJ assembled national data on selected staff in all of its law enforcement and related components. Over the past two years, contractor resources have developed a stand-alone application to graphically depict law enforcement staffing. The project titled "Geographic Analysis of Law Enforcement Resources" was developed to produce semi-annual reports for the Law Enforcement Working Group (LEWG). There have been three production runs (December 1998, June 1999 and June 2000) of this project. Within the last year, initial development has begun on a web-based interactive application to enhance the analytic capability and to enable users to access on-line staffing, geographic, and workload data. SCOPE OF WORK The contractor will create an on-line interface between the Business Objects Software and MapInfo's MapXtreme. The outcome shall enable users the option of mapping data versus utilizing charts, graphs or tables. The project will include the following tasks: Task 1. Assess Approach; Task 2. Develop the application using MapXtreme with interfaces into Business Objects; Task 3. Test the application on-site; Task 4. Deliver program with documentation, test, and implement application; and Task 5. Train DOJ staff in the use of the application. III. PROGRESS REPORTS AND DELIVERABLES The Government COTR and the contractor's Project Manager will arrange to be available at mutually agreeable times to discuss progress and problems related to the successful completion of these tasks and deliverables in accordance with the approved work plan and schedule. The contractor shall provide detailed, written monthly progress reports to the Government. Deliverables will be established under each task order. IV. GOVERNMENT SUPPORT The contractor will receive the following government support for the performance of these tasks: internal documentation, reports, access to pre-developed applications, and related materials necessary to perform the tasks; and, access to other key staff in DOJ law enforcement and related components. V. SECURITY Contract employees working on this task may be required to have a favorable NACI check. Due to the proprietary nature of the software to be integrated, this contractor has been found to be the only known source to perform this requirement. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be completed and included with any and all offers submitted in response to this solicitation. FAR Clauses 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is hereby incorporated by reference. Due to the proprietary nature of the software to be integrated, this contractor has been found to be the only known source to perform this requirement. However, written quotes may be submitted in writing stating how each task identified in the Scope of Work above (with firm-fixed price) will be accomplished.
