Description
Los Alamos National Laboratory (LANL), operated by the University of California for the Department of Energy, located in Los Alamos, New Mexico, is seeking to prequalify sources capable of providing a Live Fire House Facility (description follows). The estimated cost of this purchase is $400K to $600K. Only those firms who wish to be a prime contractor need respond to this announcement. Prequalification is a process whereby a supplier's ability to meet specific LANL requirements is evaluated. Prequalified suppliers are companies whose record of performance in the marketplace (commercial or government or both) has demonstrated their ability to perform to consistently high standards of quality and reliability. A solicitation for this purchase will be issued within 90 days after receipt of the prequalification information. Competition will be limited solely to prequalified suppliers, resulting from this announcement. Evaluation will be performed on a meet, does not meet basis. Only those prequalified suppliers who successfully meet all of the following four (4) criterion will be eligible to participate in this competitive purchase. The Contractor's response shall not exceed twenty (20) pages. Photographs, if available, are desired and do not count toward the 20 page limitation. The following four criterion comprise the evaluation factors and are equal in importance: (1) Safety; (2) Seismic; (3) Wall Material Hardness; and (4) Prior Experience; Criterion 1 -- Safety: The Contractor must meet the following minimum rates for the most recent 3-year period: Experience Modification Rate must be 1.00 or less; Average Total Recordable Injury/Illness Rate must be 10.6 or less; Lost Work Case Rate must be 4.9 or less. Criterion 2 -- Seismic -- The Contractor shall provide information which will demonstrate that it has successfully performed at least three projects for which its design and/or construction met or exceeded earthquake (seismic) loads standards for the building structure and all applicable architectural components based on the following requirements: DOE Standard 1020, Performance Category 2 (PC-1). Criterion 3 -- Wall Material Hardness -- The Contractor shall provide information which will demonstrate that it has successfully performed at least three projects for which its design and/or construction for the primary wall met or exceeded a wall material hardness of 525 Brinell or higher. Criterion 4 -- Prior Experience -- The Contractor shall provide the following information which will show successful completion of three (3) construction projects in the last 5 years, comparable in scope and greater in value of $250,000 each. The Contractor shall provide the following information on each project: Project Title, Customer (any combination of private and government), Project description, Value $, Period of Performance and Date of Completion. References -- The Contractor shall provide a summary with points of contact for its last ten (10) completed Live Fire Shoot House projects [excluding the three (3) previously provided for Criterion 4 above]. General Purpose Description of the Live Fire House (solicitation documents will include specifications and drawings): The proposed Live Fire House facility will consist of a ballistic resistant, steel-walled 60 ft. by 76-ft. modular structure. It will be erected using steel modular wall panels, 4 ft. wide by 12 ft. tall, and will be assembled into a typical building layout that will include interior walls and doors. The house will be erected on an existing 8" x 60-ft. x 80-ft. reinforced concrete slab-on-grade that will be expanded along the western side with a new 6" x 14-ft. x 80-ft. long reinforced concrete slab. The entire house and the concrete pad will be covered with a steel-framed roof structure, similar to a pre-engineered metal building, but open on the four sides in order to protect the facility from the weather and to permit training in inclement weather. An Elevated Observation Control Platform (EOCP) will be constructed over a portion of the house to allow instructor monitoring and evaluation of the training. The EOCP will be accessed by a set of stairs adjacent to the exterior side of the house. No utilities will be involved as water, rest rooms, etc. are available in the adjacent existing training buildings. Structural design of the facility will be in accordance with LANL Facilities Engineering Manual (FEM) Chapter V -- Structural, and DOE Standard 1020, "Natural Phenomena Hazards Design and Evaluation Criteria for Department of Energy Facilities." The facility will be designed as a Performance Category 1 (PC-1) for natural phenomena hazards. Foundations will be designed using results of site geotechnical investigation (to be provided with the solicitation). Due to the existing slab-on-grade floor that is to be widened along the western side and an existing CMU wall along the eastern side that is to remain, the reinforced concrete foundations for the roof structure will be designed to accommodate these elements. Resistance to lateral (wind and seismic) loads will be provided. The building will employ lighting protection designed to meet the requirements of NFPA 780 and will meet requirements of NFPA 101, Life Safety Code. This is an unclassified construction site. Workers will be required to attend LANL specific safety training courses and must be U. S. citizens.
