Description

The U.S. Environmental Protection Agency (EPA), under FAR Part 12 Acquisition of Commercial Items, intends to issue a sole-source purchase order to the Xerox Document University, Leesburg, VA for CONFERENCE SUPPORT SERVICES for the EPA sponsored STAR Graduate Fellowship Conference on October 10-12, 2002. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Services procured on this order will include "turn key" conference support and facility, lodging, food service, and use of AV equipment. Xerox Document University is the only known source that can provide the following principal requirements for this procurement on the dates required: Located within fifty miles of the EPA Headquarters; Complete "turn key" conference facility and support; lodging and food service facilities to accommodate three-hundred or more STAR Fellows. This notice of intent is not a request for competitive proposals. Other sources with the interest and capability to satisfy these requirements shall submit technical information and quotes within fifteen days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
