- REQUEST FOR PROPOSAL Statement of Work Creating a list of historical documents and their location related to land and water use by Pueblo DE Cochiti, Santo Domingo Pueblo, San Felipe Pueblo, Santa Ana Pueblo, Sandia Pueblo and Isleta Pueblo living adjacent to the Middle Rio Grande River, New Mexico Introduction The Coalition of the Six Middle Rio Grande Basin Pueblos, (Coalition) representing Pueblo De Cochiti, Santa Domingo, San Felipe, Santa Ana, Sandia and Isleta Pueblos, anticipates the need to prepare a variety of historical reports in the near future. The foundation of the reports will be documents that chronicle the evolution of water and land use by the Pueblos from their early contact with non-Indians to the present, and the oral history of the Pueblos based on interviews with their elders. Included in this foundation will be documents that detail the development and implementation of water and land use policies relating to the Pueblo Indians that were designed by non-Indian governmental entities over time. As such, the lists will include sources relevant to the interaction between the Pueblos, the Spanish Government, the Mexican Government, and the United States of America, as well as early Spanish and Mexican explorers and settlers, and documents that chronicle the relationship between the Pueblos and the Territorial and then State Of New Mexico and its governmental agencies. To establish the lists of historical documents and their location and the oral history for each of the six Pueblos, the Coalition expects to contract with a firm (or firms) capable of completing in-depth historical research, conducting oral interview with Pueblo Elders, and establishing a state-of-the art electronic document management system. The Coalition envisions a phased approach to completing this process. This request for proposal is concerned with Phase I of the process: the creation of the lists of historical documents and their location. Phase I: Compilation of lists and locations of Historical Documents Phase I of the project will entail an extensive historical research effort concentrating on identifying and providing lists of historical documents and their locations that will provide the foundation of a water resource library. The research effort will necessarily be wide ranging and will require researching document collections held by a number of state and federal archival repositories as well as public records maintained by local, state and federal agencies responsible for monitoring natural resource ownership and utilization. For Phase 1, these repositories will be limited to those located in the State of New Mexico, including: The New Mexico State Archives; The New Mexico State Engineers Office; The University of New Mexico's Zimmerman Library; The New Mexico State Office of the Bureau of Land Management; The Albuquerque Area Office of the Bureau of Indian Affairs; The Southern Pueblo Agency; All Indian Pueblo Council Records. Records maintained at each of the Coalition Pueblos. All lists of historical documents and their locations prepared during the course of the research effort will be fully cited to ensure that the resulting electronic index that will be prepared during subsequent phases reflects the exact location of each document for ease of retrieval in the event the document is needed for future use. Detailed research logs will be maintained for each repository visited and will include notations of all collections researched including those collections that did not provide pertinent documents. Research of records maintained by the six Pueblos will require working with Pueblo representatives and may entail assisting the Pueblos in training archivists and establishing a library to store future historical documents and oral histories. The lists of historical documents and their location, and the detailed research logs maintained by the researchers will serve as the work product for Phase I of this project. Firms responding to Phase I of this solicitation should provide a proposal sufficient in detail to enable the evaluation team to determine the firm's understanding of the types of research materials that they will be required to compile a list of and their location. The proposal should include: a detailed list of the various archival repositories that will be visited and the specific record collections at each facility that will be reviewed; an abstracted list of previous relevant experience with this type of research effort and familiarity with conducting oral history interviews with Native American Elders; and the resumes of the key individuals that the firm proposes to use to complete Phase I. The project experience list and the resumes of the key individuals should reflect the firm and key individuals experience in working with water resource issues involving southwestern Indian Tribes generally and Pueblo Indian tribes specifically and the archival research experience and capabilities of those responding to this request for proposal. A proposed cost estimate should also be submitted. The cost estimate will necessarily be preliminary and could change based on funding considerations. The cost proposal should be tied closely to the tasks outlined in the proposal. Please provide a cost breakdown for the following categories: Hourly project planning and management costs. Hourly setup costs. Data transfer costs. Expected miscellaneous costs All proposals for completion of the Phase I research should be delivered to Chairman Derrick J.
