Description
The Department of Energy (DOE) will issue a competitive solicitation, set aside for small business concerns, for technical support in development of environmental policy and guidance materials. The acquisition is set aside for small businesses under NAICS code 541620 with a size standard of $5 million. The Contractor will develop technical background information related to review documents and provide technical support for the Office of Environmental Policy and Guidance, as they plan to implement environmental laws, regulations, and policies. The Contractor will review and comment on technical documents in environmental areas such as: groundwater, air emissions, pollution prevention, long-term Stewardship, land disposal restrictions, radiation protection standards, environmental impact statements, environmental management systems, natural resource damage assessments, integrated safety management systems, hazardous substance release response, or low-level waste management exemption requests. The requirement includes support for the development of training plans, materials, and courses about environmental policies for DOE personnel as well as analytical and technical support to evaluate alternatives in response to proposed legislation or regulation. Expertise in some of the following areas will be needed: health physics, natural science, physical science, industrial hygiene, environmental science, and civil/environmental engineering. Offerors will be required to make an oral presentation of their capabilities based on the evaluation criteria. DOE anticipates awarding a cost-plus-award-fee, performance-based, level-of-effort contract for a three-year base period with two one-year option periods. All work performed under the contract shall be directed by the DOE Contracting Officer through the issuance of Task Assignments which will specify required services, deliverables, and delivery schedules. The solicitation is not currently available, but is estimated to be available within two weeks, check the "Industry Interactive Procurement System" (IIPS) website at the address below to obtain the actual release date. Once released, the solicitation will be available for downloading from the IIPS Internet page. The IIPS page is located at http://e-center.doe.gov. At this internet site you will also be able to register with IIPS, enabling you to download the solicitation and to submit a proposal.
