Description
The National Institute of Standards and Technology intends to enter into a sole-source procurement with Roscoe V. Parker, Jr. of Silver Springs, Maryland under the authority of 41 U.S.C. 253 (c)(1) -- Only One Responsible Source. The Contractor will provide services to the Office of Technology Partnerships Program for Patent Analysis and Advising to include the following: 1. Review with the patent coordinator each CRADA/Licensing Officer's (CLO's) patent portfolio and apprise of the status, including updating the CLO on important Patent and Tradmark Office Actions; 2. Work with the patent administrative coordinator, CLOs, inventors, law firms and NIST legal office to promptly process new, existing, and provisional applications, powers of attorney, PCTs, foreign filings and other PTO actions; 3. Work with the patent coordinator to provide quality control and review work of contracted law firms; and 4. Work with patent coordinator to ensure a smooth patent process. The Contractor is a Registered Patent Agent and is uniquely qualified due to his extensive knowledge of the U.S. Patent and Trademark Office practices and rules and his direct experience guiding inventors through the patent process. He also has unique qualifications working in the mechanical arts in areas of pipe joint and couplings, compound tools, woodworking tools, tool handle fastenings, cutlery, chucks and sockets, metal tolls and implements. The Government anticipates the award of a firm-fixed price purchase order on or about October 8, 2001. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) is not available.
