Description
The U. S. Army Space and Missile Defense Command (SMDC) intends to release a RFP for the Ballistic Missile Targets Joint Project Office for Payload Target Object (PTO). The purpose of the PTO is to provide National Missile Defense (NMD) and Theater Missil e Defense (TMD) targets to the USASMDC in support of the Ballistic Missile Defense Organization Consolidated Targets Program. A PTO integrated payload system is defined as an integrated Reentry Vehicle and/or penetration aides (penaids) and ejectors, payl oad deployment systems, instrumentation and support equipment. A PTO is defined as a Reentry Vehicle, penaid, balloon, chaff, etc. No foreign participation is allowed. Estimated period of performance is sixty (60) months for the basic, with two (2) opti ons with a period of performance of twenty four (24) months each, and one (1) option with a period of performance of twelve (12) months. SECRET facility clearance and storage capabilities are required. Multiple awards are planned. It is anticipated that the procurement will be a Task Order/IDIQ, cost plus incentive fee contract. One award will be set aside for small business. This synopsis is an advance notice for information and planning purposes only and is not a solicitation for proposals. The Draf t RFP will be located at www.smdc.army.mil/contracts/contracts.html in approximately two (2) weeks from the date of this notice, and is not to be construed as a commitment by the Government. The Government incurs no obligation to directly reimburse any re spondent for effort expended in responding to this synopsis. This action will be handled under North American Industrial Classification Systems (NAICS) 541710 with a small business size standard of 1,000 employees. The final RFP is expected to be issued mid to late Nov 01. This date is for planning purposes only and is subject to change. Information contained in this Draft RFP is subject to change. A pre-proposal conference will not be conducted; however, the government will conduct one-on-one conferen ces approximately two (2) weeks after issuance of RFP, by appointment only. The specific dates for the conferences will be announced in the RFP. The one-on-one conferences will be held at the U.S. Army Space and Missile Defense Command (USASMDC), Huntsvi lle, Alabama and each participant will be given an allotment time of one (1) hour. Interested parties must submit a request by email to genna.wooten@smdc.army.mil no later than five (5) days after issuance of RFP. It is recommended that questions/commen ts be submitted along with your request. No telephone inquires will be accepted.
