Description

The U.S. Fish & Wildlife Service, Region 2, seeks requests for proposals to design and build a new emergency electrical generation and distribution system to serve one fish hatchery building and one administration office/laboratory building and to replace approximately 1/2 mile of existing overhead, 480 volt, 3-phase conductors with new underground conductors and protection equipment. The North American Industrial Classification System (NAICS) Code applicable to this project is 541330. The estimated cost range is between $100,000 and $250,000. The small business size standard is $4.0 million and is advertised as a full and open procurement. This solicitation will be evaluated under the Two-Phase Design Build Process. The evaluation criteria for Phase I shall be evaluated to determine the highest qualified contractors and invite them into Phase II for submission of Phase II proposals. Per FAR 36.303-1(a)(4), the maximum number of offerors that will be selected to submit phase-two proposals shall be FIVE. The following evaluation criteria listed in order of importance, for each phase, shall be used in this solicitation unless modified by amendment prior to receipt of proposals: Phase I (1) Technical Approach (not a detail design nor technical data); (2) Past Performance; (3) Corporate and Key Personnel Specialized Experience and Qualifications. Phase II (1) Design/Design Compliance Certifications; (2) Price/Cost Proposal; (3) and Design & Construction Schedule. The solicitation will be available on or about October 16 with an estimated date of November 16 for receipt of proposals.
