Description

The Nuclear Cities Initiative in the Department of Energy's Office of Defense Nuclear Nonproliferation intends to issue a sole-source contract to the Avangard Foundation located in the New Independent States of the Former Soviet Union to do facility upgrades on Building 4 in the Sarov Technopark at the Avangard Weapons Production Facility to convert the building into a Medical Technology Manufacturing Center to assemble and produce various medical devices. The contract will be a twelve (12) month Indefinite/Delivery, Indefinite Quality (IDIQ) type contract with four (4) twelve (12) month Options. Firm-Fixed Price task orders will be issued against the IDIQ contract. The estimated value is $10 million. Since no outside-of-country, subcontract or commercial teaming arrangements are available there will be no formal Request for Proposal for this action. This is not a solicitation of proposals or an invitation for bids, nor does it represent a commitment by the Government to pay for costs incurred in the preparation and submission of data or any other costs incurred in response to this announcement.
