- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation a written solicitation will not be issued. Notice of Intent to award a sole source procurement to Protel Services, Inc., Wichita Falls, TX. The 12th Contracting Squadron at Randolph AFB, TX intends to issue a sole source purchase of services to standardization to the dialing plans for all Air Force Lodging facilities operating under the Protel contract. Standard numbers for all guests? services and access numbers must be reprogrammed to establish one standard dialing plan for lodging operations. Contractor will review PBX platforms and provide a recommended uniform dialing program. The recommended plan shall address, at a minimum, standardizing the following dialing features: direct dial long distance, direct dial-around support for 1-8XX numbers, dial around support for Remote Access Service (RAS) calls, local calls, on-base numbers, room to room calls, voicemail retrieval, and automatic wake-up calls. The proposed Dialing Plan must not conflict, or potentially conflict, with 911 dialing procedures. The contractor proposal shall be reviewed and approved by prior to implementation. The Dialing Plan shall include but is not limited to, the following dialing features: direct dial long distance, direct dial-around support for 1-8XX numbers, dial around support for Remote Access Service (RAS) calls, local calls, on-base numbers, room to room calls, voicemail retrieval, and automatic wake-up calls. The contractor shall reprogram each Air Force lodging telephone switch under the Protel contract and modify existing call accounting database to support the revised Dialing Plan in accordance with the Implementation. The contractor shall design, print, package and mail new dialing instructions to all-53 Air Force Lodging facilities. The contractor shall ensure that new dialing instructions are shipped to each lodging facility 7 calendar days prior to implementation of the Standard Dialing Plan. This is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals with 001 calendar days after date of publication of this notice of intent. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The SIC Code is 4813, size standard is 1,500 and the NAICS code is 513310. The contractor shall furnish all labor; personnel, equipment, supervision and other equipment necessary to perform complete the following requirement. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Interested parties capable of providing the above must submit a written price quote to include discount terms, cage code, and firm evidence of their ability to perform. All responses will be considered. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply through the Internet at http://ccr.edi.disa.mil. Responses to this notice shall be provided in writing via e-mail to Ms. Shirley A. Puente at shirley.puente@randolph.af.mil no later than 26 Sep 01, 3:00 P.M. (CT). Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items that can be obtained at http://www.arnet.gov/far. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph (c) of this clause is tailored as follows:(c)Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of:(1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees;(C) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ?
