- Description
- FULL AND OPEN COMPETITIVE ACTION. The Environmental Protection Agency has a requirement for Quality Assurance Auditing Support Program For the Assessment of Human Exposures to Air Pollutants. This is an ongoing program to support EPA in the development and performance of a comprehensive QA auditing program for complex and diversified experimental systems used to measure the effects of air pollutants on humans. The contractor will (1) perform regularly scheduled audits using EPA approved procedures, (2) support EPA in the development of new audit techniques, (3) support EPA in the modification of existing audit procedures, and (4) on short notice, conduct non-scheduled audits on new or existing equipment. The successful offeror will perform audits of gaseous pollutant, aerosol, environmental, and physiological data acquisition subsystems of EPA's clinical research facilities. Therefore, offerors must be knowledgeable in both air pollutant measurement methods and medical measurements instrumentation. EPA anticipates award of a cost-plus fixed-fee, level-of-effort term type contract with a period of performance of 60 months consisting of a base year and four 12 month options. The base period and each option period will consist of approximately 4,000 hours with an option for 2,700 additional hours. The solicitation will be issued on or around October 12, 2001 and proposals will be due approximately 30 days after the RFP issue date. This procurement is a follow-on contract to contract number 68D70006 with Zedek Corporation that expires January 31, 2002. It is anticipated that the follow-on contract will have an effective date of February 1, 2002. EPA has determined that this action will be processed as a full and open competitive action. Regarding this procurement, no further synopsis will be issued. The solicitation and any subsequent amendments will be available via the EPA Website at http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. Telephone and fax request will not be honored. It will be your responsibility to frequently check the same site for any amendments.
