- THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON RESPONSES FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET ASIDE. The NAICS Classification code is 513340. The U. S. Coast Guard (USCG) Office of Communication Systems is conducting a market search to identify potential sources to provide Commercial Satellite Communications for technical and non-technical service and pricing schedule information relating to the availability of Commercial INMARSAT-B leased channels to support USCG cutter ships connectivity requirements. The Coast Guard is currently implementing various telecommunications projects to improve high-speed access to terrestrial land based data networks (i.e. INTERNET) from cutters at sea via the use of Commercial INMARSAT B Satellite systems. The Coast Guard has 44 of its largest cutters equipped with INMARSAT B systems and each cutter has a requirement to access the INTERNET domain and other voice and data networks while at sea. At any given time, 24 cutters could be at sea. The ultimate goal is to provide each cutter at sea with 24-hour X 7day network access. Six (6) 64Kbps channels will meet the cutters minimum at sea INTERNET access requirements. Twelve (12) channels will acceptably meet the cutters access requirements, while twenty-four (24) channels will fully meet the cutters access requirements. Based on each cutters current operating areas, leased channel assignments will be required on the ?Americas? AORW 98W and 142W satellites. An equal split of channel assignments on each satellite would be required. Terrestrial network connectivity will be required from the commercial providers supporting east and west coast Land Earth Stations (LES) to the appropriate Coast Guard Point of Presence (PoP) sites. To support future expansion, the network must be capable of providing a minimum of 12 channels to be terminated and simultaneously accessed at each of the Coast Guard PoP sites located at Communications Area Master Stations (CAMS) in Chesapeake, VA and Point Reyes, CA.
