- DESCRIPTION: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation SP0600-01-M-0129 is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 effective June 25, 2001. The Government contemplates award of a Requirements Type Fixed Price Contract with Economic Price Adjustment contract resulting from this solicitation. The Government intends to evaluate offers and hold discussions. In addition, the Government intends to evaluate proposals and award a contract after conducting discussions with offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the offeror?s initial proposal should contain the offeror?s best terms from a price and technical standpoint. Offers submitted for less than the total quantities listed the listed item in solicitation will not be considered for award. The NAICS code is 422720 and the small business size standard is 500. The following fuel requirements are being solicited: Line Item 001-261, Mid-Grade Unleaded Gasoline (MUM), 89 Octane, 9130-01-272-0983, Specification Clause C16.18-17 GASOLINE, AUTOMOTIVE, UNLEADED (REGULAR/MIDGRADE/PREMIUM) (PC&S) (DESC JUL 1998), Estimated Quantity 139,200 USG, Military Sealift Command, Blount Island, Jacksonville, Florida, FOB Destination, Method of Delivery is Tank Truck (TT) with pump to include a 10 foot 3 inch diameter quick connect hose for connection to intermodal tank. Fifteen (15) intermodal containers will be located within a containment area located near pier side. Contract price will be updated monthly based on changes in the reference publication. Price changes are not based on product costs.
