Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). PROGRAMMABLE PHASE MODULATOR -- (QUANTITY REQUIRED 1 EACH) MODULATOR TO IMPLEMENT ARBITRARY PHASE DISTRIBUTION FROM 0-2 PI OVER 640 X 480 PIXELS FOR A MONOCHROMATIC BEAM OF WAVELENGTH 532 NANOMETERS AND FOOT PRINT 200 MM X 20 MM. (PER ATTACHED SPECIFICATIONS) (1). THE MODULATOR SHALL ALLOW AN ARBITRARY RELATIVE PHASE DISTRIBUTION IN THE RANGE [0, 2p] TO BE APPLIED TO A MONOCHROMATIC LIGHT BEAM WHOSE FOOT PRINT ON THE ACTIVE AREA OF THE MODULATOR IS AT LEAST 20 MM X 20 MM AND WHOSE WAVELENGTH IS 532NM. (2). THE MODULATOR SHALL ACCEPT WAVELENGTHS IN THE RANGE 400 NANOMETERS TO 700 NANOMETERS. (3). THE MODULATOR'S PHASE DISTRIBUTION SHALL BE CONTROLLABLE INDEPENDENTLY AT 640 X 480 PIXEL LOCATIONS IN THE RANGE SPECIFIED IN SPECIFICATION (1). (4). THE DIFFRACTION EFFICIENCY FROM THE MODULATOR SHALL EXCEED 36 PERCENT WHEN THE PROGRAMMED PHASE DISTRIBUTION IS A BINARY PHASE GRATING ALTERNATING BETWEEN 0 AND p AT 5 LINE PAIRS PER MILLIMETER. (5). THE PHASE DISTRIBUTION AND OPERATION OF THE MODULATOR SHALL BE PROGRAMMABLE FROM A PC. (6). ALL DRIVERS, CONNECTORS, CABLES AND POWER SUPPLIES NECESSARY TO OPERATE AND PROGRAM THE MODULATOR FROM A PC SHALL BE INCLUDED. (7). ALL MANUALS AND INSTRUCTIONS REQUIRED TO MEET SPECIFICATIONS 1-6 SHALL BE INCLUDED. (8). THE MODULATOR SHALL BE DELIVERED WITHIN 60 DAYS OF RECEIPT OF ORDER. ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION DATABASE PRIOR TO ANY AWARD OF A CONTRACT OR PURCHASE ORDER. The NAICS Code and the small business size standard for this procurement are 3671 and 750, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 12:00 noon on 10/11/2001 and may be faxed to Jean M. Boylan @ 216-433-2480 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
