Description

This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Library of Medicine (NLM) to procure the proprietary NativeMinds software and maintenance on a sole source basis with NativeMinds, Inc., 480 2nd Street, Suite 300, San Francisco, CA 94107 under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1 (b)(1). The NativeMinds software consists of a comprehensive suite of products and services to create automated virtual representatives (Vreps) to support NLM customer services. NativeMinds product suite automates the creation, deployment and maintenance of vReps. At the core of the NativeMinds' vRep solution is the NeuroServer platform, which include: NeuroServer engine; NeuroServer Authoring Environment (NSAE); Integration modules; Reporting and analysis templates; Integrated Web Search. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR -- REPRESENTATIONS AND CERTIFICATIONS -- COMMERICAL ITEM (JAN 2001) with proposals. FAR 52.212-4 CONTRACT -- TERMS AND CONDITIONS -- COMMERICAL ITEMS (MAY 2000) is incorporated by reference and applies to this acquisition. FAR 52-212-5, CONTRACTOR -- TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVES ORDERS -- COMMERIAL ITEMS ([MAY 2001]), is hereby incorporated. This is not a Request for Quotations (RFQ), nor is a RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide the specific make and model software as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice reference announcement number NLM 02-001/KDR.
