Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and the test program outlined in FAR 13.3, as supplemented with additional information included in this notice. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The United States Patent and Trademark Office plans to issue this requirement as a firm fixed price modification to Delivery Order 40PTO106067 to be issued against GSA Schedule GS-35F-5236H, utilizing simplified acquisition procedures and will be awarded to Computer Associates International, Inc., 2291 Wood Oak Drive, Herndon, VA 20171. Computer Associates is the developer and sole source for the proprietary product line of ?Cool? software utilized by the United States Patent and Trademark Office. The U. S. Patent and Trademark Office plans to procure five (5) additional ?Cool? licenses and maintenance in FY 2001 as well as option items for twenty (20) additional ?Cool? licenses and maintenance in each optional FY 2002, FY 2003 and FY 2004. This procurement will also include option items for software maintenance for all ?Cool? Products in FY 2002, FY 2003 and FY 2004 for the 240 licenses already owned and currently utilized at the USPTO. This modification will also include options for software maintenance for USPTO?s 6,000 ?e-Trust?, Single Sign On Licenses, with options to procure an additional 700 ?e-Trust? licenses and maintenance in FY 2003 and 600 additional in FY 2004. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference the Delivery Order number stated above. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-27, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A proposal shall be delivered to the Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810, Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 12:00 PM (EST) on September 29, 2001.
