Description
This project will install approximately 2540 meters of 800 mm outside diameter high density polyethylene (HDPE) pipe and approximately 108 meters of 750 mm lined ductile iron pipe to convey wastewater from the Pearl Harbor Naval Shipyard (PHSNY) wastewater pumping station (PS) SY-001 to the Navy's Wastewater Treatment Plan (WWTP) at Fort Kamehameha. The project will also include rehabilitation by sliplining of the existing 680 mm diameter concrete cylinder pipe to provide wastewater conveyance redundancy, and incidental related work. Open trench excavation will be used to install approximately 2084 meters of 750 and 800 mm lined ductile iron and HDPE pipe, respectively. Approximately 482 meters of 800 mm HDPE pipe will be installed by horizontal directional drilling (HDD). Incidental work at PS SY-001 includes the installation of a new flow meter, relocation of electrical equipment, and a new concrete valve box. Other incidental work includes the installation of a new valve box adjacent to the WWTP at Fort Kamehameha, piping modifications at Bishop Point PS BI-033, and sewer force main appurtenances including, but not limited to, manholes, sewage air vacuum valves, and dewatering pits. Estimated range from $10,000,000 to $25,000,000. The contract performance period is 510 calendar days. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 234910 AND AVERAGE ANNUAL RECEIPTS IS $27.5 MILLION. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Experience/Past Performance; (2) Qualifications/Experience of Key Personnel; (3) Construction Management Plan and (4) Small Business Subcontracting. The Request for Proposal (RFP), CD-ROM only, will be available on or about 22 October 2001 for a non-refundable charge of $67.92.
