Description
DESC This announcement constitutes Sources Sought Synopsis, by the Air National Guard (ANG) Acquisition Directorate to determine sources and refine requirements for an Air-to-Air Interrogator (AAI)/ Identification, Friend or Foe (IFF) for ANG and Active Duty F-15 A/B/C/D/E model aircraft. This announcement is intended to elicit responses from sources that have the knowledge, skills, and the capability to meet the Air Force's requirements. The source must be able to provide a "Plug and Play" AAI/IFF that: is compatible with existing APG-63, APG-63v1, and APG-70 radars fielded today and future Advanced Electronically Scanned Array radars (AESA) (with growth to 1553B control for the future), is compatible with existing available AAI/IFF primary power with minimal modification of wiring or circuit breakers, may retain the existing USAF standard KI-1C cryptos initially with a migration path to applique cryptos to accommodate Mode 5 in the future, capable of Mode S interrogation, and has a substantial increased MTBF over the current system. The source must be compatible with Multi-Functional Information Distribution System (MIDS) Fighter Data Link (FDL). Compatibility between MIDS FDL and AAI/IFF is defined as reduction to near zero or elimination of the effects of the MIDS FDL signal on AAI/IFF performance (e.g., AAI/IFF false replies and reply efficiency.) AAI/IFF systems will be tested in the Preflight Integration of Munitions and Electronics Systems (PRIMES) lab at Eglin AFB, FL to determine levels of compatibility between the AAI/IFF and the MIDS FDL. Interested sources will be provided a minimum of a 30 day notice to provide a sample product along with any necessary support equipment for compatibility testing at PRIMES. A test concept document and test plan for PRIMES testing is available upon request. Any information received during testing may be included in future source selections for a replacement AAI/IFF system. Failure to provide samples for testing will require the source to perform and validate compatibility between their AAI/IFF system and MIDS FDL on their own. MIDS FDL terminals will not be provided as GFE to support of such testing. Interested parties capable of producing a AAI/IFF which meets or exceeds the above requirements shall provide a Statement of Capability (SOC) that demonstrates the existing capability to produce, modify and sustain the system as described above; and a description of system capabilities. The SOC shall be unclassified and the information submitted should be pertinent to, and identify system capability as related to the technical effort requested above. No solicitation exists at this time and the Air National Guard and Active Duty do not intend to award a contract solely on the basis of this Sources Sought Synopsis or otherwise pay for the information solicited. The SOC is limited to 15 pages in Microsoft Office 98 Word or Power Point format and must be received not later than 8 October 2001.
