Description

The Defense Information Systems Agency Multi-Site Contracts & Midwest Area Commands Branch (DTS42) proposes to negotiate a sole source supply contract to Candle Software Products Inc., 3190 Fairview Park, Suite 100 Falls Church VA 22042 for the license renewals of COTS software to include maintenance and upgrades (new releases). Software products include: AFOMCGAT, AFREM, CICSOMII, CLSUPMVS, DB2EXP, VTAOMII, and OMVIEW. The software will be used at the Defense Enterprise Computing Centers (DECCs) in Columbus and Mechanicsburg. This action will be based on the need to support a DISA wide Enterprise License. This acquisition allows for the sustainment of existing executive software licenses from Candle Corporation, whether leased or owned, while also providing the ability to remove or add lease/maintenance coverage as the DISA inventory grows or decreases either as a result of consolidations or replacement of software products via other procurement actions. This supports continuity of operations during DISA consolidation efforts and Base Realignment and Closures (BRAC) by retaining or modifying the current executive software-operating environment. All the executive software lease/maintenance support services from Candle Corporation are for Commercial-Off-The-Shelf (COTS) software. Maintenance services consist of: regularly recurring maintenance; new released and versions (at no additional cost); right to bring DISA facilities up to the same release level; corrections, revisions with best effort for error detection; enhancements to current products with accompanying instructions for implementation and operation; and technical support for operational questions, problems or failures. This acquisition provides the ability to implement machine group upgrades through the highest group level when new CPUs are delivered or workload leveling requires loading the software onto a different CPU at a DISA facility to support DOD and Non DOD DISA customers. The acquisition allows for the inclusion of lease/maintenance services for additional executive software products justified and purchased via separate contracting actions. Software is defined as: Operating Systems, System Administration, Database, Interactive Systems (on line), Communications, Network Access Control, Systems Security, Bridging, Network Management, Graphics, Training, and Computer Assistance software. The central site management identification will be DISA Central Site Management Office, DISA Computer Systems Engineering, 4375 Chidlaw Road, Wright-Paterson AFB, OH 45433-5006. The resulting contract will be a 60 month Indefinite Delivery/Indefinite Quantity with firm-fixed-price. All responsible sources may submit a proposal that will be considered. See Numbered Note 22.
