Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement constitutes the only solicitation; this is a Request for Proposal (RFP) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Solicitation number RFP 518-02-02 should be referenced on all proposals. This acquisition is 100% small business set-aside and the NAICS Code is 541511 with a small business size standard of 18.0 million. In accordance with the terms, conditions, provisions and specifications of this proposal the Government intends to enter into a firm fixed price contract for a period of one (1) base year and three (3) one year options beginning on or about November 1, 2001. The contractor shall be required to provide Programmer/Analyst services needed for highly specialized programming to design, implement and deploy software tools. Administrative management tools, Automation Utilities, Database Applications, Software Installation packages to do remote installations and Web applications within the VA Computing Environment. The necessary programming and other skills are as follows: Perl with emphasis on Win 32, NT Dos command language; WSH Scripts; SMS Installer Scripts; NT resource kit utilities; SUY Utility; Java; C++; VBA; ASP programming in VBScript, JavaScript using Visual InterDev; HTML; ODBS; JDBC; RDBMS/SQL;VA File Manager; M Programming language; IEAK components; Personal Web Server management; Remedy Help Desk Application management; QRE, Clear Vision Applications; Mathematical and Analytical Skill; and NT system as well as Windows 2000 system internals, e.g. registry, HAL, etc. Deliverables/Terms; Develop NT solftware tolls, Web applications, user friendly software installation packages, maintain MS access database and provide programming support for VISTA applications within the context of the VA Computing Environment. Applicant should be able to work independently with less guidance and instruction on tasks to be completed. All work will be documented and conform to national and local programming standards. Vendor will work closely with designated IRM staff in specific phases of the task(s) and will deploy end products with the concurrence and assistance of IRM. Equipment and supplies will be provided to the vendor at the hospital location, IRM, 200 Springs Road, Bedford, MA. All work will be performed at this same location. Vendor will work on-site only when a supervisory computer specialist is present and will not be provided with door entry codes, alarm codes or keys. Vendor is required to sign a remote off-site access agreement. The contractor hours should not exceed approximately 35 hours per week. Minimum requirement of 2 years experience is required. Evaluations will be made on knowledge and experience with similar work, qualifications, availability and price/cost, all factors being considered. Work is to be product/service base.All costs associated with carrying out the functions of the above proposal are to be borne by the individual or organization so engaged. The Contractor shall be responsible for protecting the personnel furnishing services under this contract. The parties agree that such personnel shall not be considered a VA employee for any purpose and shall be considered employees of the Contractor.
