Description

"This procurement is being processed in accordance with FAR Part 12 Acquisition of Commercial Items and is 100% set-aside for Small Business. A Firm Fixed Price Contract will be awarded using Simplified Acquisition Procedures under FAR Part 13.5, Test Program for Certain Commercial Items. The North American Industrial Classification System (NAICS) is 541512. The Small Business Size Standard is $18.0M. The Computerized Utility Billing Integrated Control (CUBIC) was designed as a method of allocating utility costs for installations and tenants serviced by Public Works Center San Diego. This contract will provide maintenance support for the Computerized Utility Billing Integrated Control (CUBIC) System. Support includes upgrading various modules, forms and reports of the Access 97/Oracle 8.1.6 CUBIC version 8.0 to Access 2000/Oracle 9i CUBIC version 2002 and provide a web-based interface in order to meet NMCI certification requirements. Successful offerors will require background in CUBIC, Oracle and Microsoft Access and electrical engineering. Period of Performance is one-year base period with four one-year option periods. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government in terms of price, past performance and other non-price related factors. The solicitation will be posted at the following Internet address http://esol.navfac.navy.mil on or about 11 OCT 2001. In accordance with FAR 5.102 this solicitation will only be available electronically. See Note 1."
