Description

The Defense Advanced Research Projects Agency (DARPA) and the Army is issuing this Special Notice to announce its intention to release an "Other Transactions for Prototype (OTP)" solicitation for the Concept and Technology Development Phase of the FCS program. DARPA intends to award ONE agreement for the Concept and Technology Development Phase in the May 2002 timeframe to a Lead Systems Integrator. A draft solicitation for the Concept and Technology Development Phase will be posted by November 2001 with the final solicitation by approximately December 2001.Detailed evaluation criteria for the Concept and Technology Development Phase selection will be contained in the solicitation; however, the following preliminary evaluation factors are under consideration: 1) Concept; 2) Management; 3) Technical; 4) Cost; 5) Past Performance.
