Description
The Department of Justice, using Simplified Acquisition Procedures, FAR Part 13, intends to issue seperate sole-source Purchase Orders to Wilbert Briggs and Joyce Brewer, both in the Washington, D.C. vicinity, to provide technical support services to recommend/perform an approach to the design, development, testing and implementation of various financial applications on PC/LAN and Mainframe platforms interfacing to FMIS in the Teradata environment. The work consists of maintenance, user support, redesign and enhancement of the Debt Collection Module. It is critical to the Department s efforts to comply with the mandates imposed by the Debt Collection Improvement Act of 1996 and it s self imposed Five-year Plan, to retain the services of contractors with detailed knowledge of the FMIS, the processes supported by the Debt Collection Management Module, the actual code comprising the modules, the multitude of modules supporting the payment, accounting and management reporting activities which comprise the services provided to the other organizations by Finance. This follow-on will complete the final phase of work previously performed. The cost and the time to develop the requisite technical capabilities within other contractors would result in substantial duplication of cost that is not expected to be recovered through full competition. Furthermore, this would delay the completion of the new systems and seriously jeapordize meeting deadlines. Briggs and Brewer are uniquely qualified to perform this service by their years of experience with the FMIS, including specifically the development of the Debt Collection Management Module. This notice is for information purposes only. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposal or bids. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government.
