Description

Purchase of one Vulcanair (Partenavia) P68 Observer 2 or equal for the U.S. Fish and Wildlife Service in Cabo Rojo, Puerto Rico. Aircraft shall be certificated in accordance 14 CFR Part 91 and have an FAA Standard Airworthiness Certificate. This solicitation is being issued in conjunction with a cost comparison study in accordance with the Office of Management and Budget Circular A-76. The purpose of this study is to determine the feasibility and cost effectiveness of purchasing a fixed wing aircraft versus issuing an exclusive-use contract contractor owned aircraft, contractor maintained, government operated. Consequently, Solicitation No. 8002-04b is being issued concurrent with this solicitation covering the exclusive-use services. The Government intends to award only one contract as a result of these solicitations. See Numbered Note 12
