- The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a solesource purchase order to Brantner Associates, El Cajon, CA, for the manufacture of eight line items of special tooling. This acquisition is unsuitable for full and open competition for the following reason: Tooling is proprietary in nature and there are no known substitutes for the tooling being procured.
