Description
The U.S. Environmental Protection Agency's (US EPA) National Risk Management Research Laboratory, Subsurface Protection and Remediation Division, located at the Robert S. Kerr Environmental Research Center in Ada, OK, is seeking to acquire a mass spectrometer suitable for characterization of evolved gases from a thermal analysis system for mineralogic characterization of solid phases collected from natural and engineered systems. The basic system shall consist of a mass spectrometer and control software compatible with existing thermal analytical equipment. The mass spectrometer (MS) must meet the following minimum specifications: (1) fast and continuous analysis of gases evolved by thermal processes in mass range of 1-200 atomic mass units (amu) with detection limit <1 ppm, (2) quadropole mass spectrometer system with closed ion source faraday and SEM detectors, (3) two tungsten filaments turbo molecular pumping system with dry diaphragm backing pump with diagnostics to read speed and current draw, (4) fused silica capillary (1 meter in length) controlled to 200 degrees Celsius, and (5) dimensions not to exceed 11" x 17" x 28" (width x height x length). The MS shall be compatible with a Netzsch STA409PC Luxx thermal analysis system. Compatibility includes: MS operation triggering via Netzsch software control; full communication and compatibility between the MS and Netzsch instrument software for instrument operation and data merging; and heating of the Netzsch transfer capillary via the MS. The MS shall allow for data acquisition via scanning; the full mass range and selective ion monitoring on five or less user-specified atomic mass units. The MS shall be controlled via a desktop personal computer operating within a Windows environment. Analytical data shall be accessible in real-time, and instrument operation shall be interruptible during the analysis without loss of collected data. The software shall have the capability to export raw data and analysis results in an ASCII format for import into other Windows-based software applications. One-year warranty, commencing from the date of system acceptance, on all parts and labor. A complete set of all operator and maintenance manuals, including those covering all peripheral items. This is a small business set aside. This procurement will be processed under FAR Part 12, Commercial Items. The SIC is 33911, the small business size standard is 500 employees. It is anticipated that request for quotations shall be issued around 10/18/01, with quotes due around 11/1/01. All interested parties should submit a request to Angela Thompson, using the following methods: 1) In writing to the above address, 2) by fax (513/487-2109) or by email (thompson.angie@epa.gov) referencing solicitation RFQ-OH-02-00003. TELEPHONE REQUEST SHALL NOT BE HONORED.
