Description
This is notification of the release of the formal request for proposal. This will result in a five year acquisition which will be broken out into a contract consisting of a one-year basic plus four one-year options. The purpose of this contract is to acquire specialized engineering support and services for the Honeywell SGP/GNO product line managed by Oklahoma City-Air Logistics Center. The product line includes manufactured items such as Inertial Navigation Units (INU) and other systems manufactured by Honeywell SGP/GNO. Tasks may include analysis; development of technical reports, plans, and recommendations; assisting in identifying, correcting, and resolving technical problems in the engineering and integration of the integrated systems. The contractor will provide all materials and services required to efficiently and effectively manage the accomplishment of the tasks covered by this requirement. The contractor will establish a single point management focal point and maintain a supporting program management system tailored to accomplishing the administrative, management, technical, and financial requirements of the task assignment associated with each delivery order. The contractor will perform appropriate studies and produce a program plan to include milestone chart, projected spending rate, and estimated man-hours required for each delivery order.=20 No telephone requests. Only written or faxed requests received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. The proposed contract action is for engineering services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The anticipated award date will be 60 days after the issuance of this notice.
