Description
Sources Sought for COMMERCIAL-OFF-THE-SHELF (COTS) Scheduling Software Package The Federal Law Enforcement Training Center (FLETC) is submitting this Request for Information to find a COMMERCIAL-OFF-THE-SHELF (COTS) scheduling software package which can automate the current FLETC scheduling process. The goal of this effort is to eliminate redundant sources of data through the implementation of a centralized database; enhance and expedite the scheduling process to provide customers with accurate information in a timely manner; maximize the utilization of facilities; optimize the use of the FLETC and Partner Organizations (PO) manpower; enhance the communication within the FLETC with the PO's; and to streamline the reporting processes which are associated with the training conducted both on and off the Center. The FLETC is requesting that interested vendors contact the FLETC Procurement Division and obtain an information package which contains the pertinent scheduling data that will permit the vendor to conduct a Operational Capability Demonstration (OCD) and schedule a time to conduct the OCD of their COTS scheduling software from the FLETC Procurement Division. The vendors should review the information package provided by the Procurement Division and then load the provided data into their COTS scheduling software. The vendor will be provided questions that must be answered by written response prior to the demonstration. The vendors will conduct their presentations to the FLETC Evaluation Team. The vendor will demonstrate how the FLETC sequential scheduling data is loaded into the software, will demonstrate how the software identifies conflicts and then identify the possible resolutions available to meet the training objectives. The vendor, upon resolving all of the conflicts, will then display the quarterly, monthly, weekly and daily schedules in electronic and paper forms. The vendor will show what each division will receive, how instructors are scheduled, along with classrooms and other training facilities. After completion of this process, the FLETC Evaluation Team will present the vendors with additional schedules and start dates to enter into the software. The vendors will then enter these while the FLETC evaluators observe the process. The vendor will have to identify and resolve the conflicts along with providing electronic and paper forms of schedules. The vendors must be capable of answering any questions presented by the Evaluation Team. The FLETC will evaluate all of the responses to questions, demonstrations and software packages. The FLETC is seeking a software package that can support this mission critical, labor intensive, highly technical, and analytical scheduling operation. The software package shall be a client server information management system that automates, modernizes, and provides distributive processing and storage of data. In order to accomplish this, the first area of consideration that must be evaluated is compatibility of the software. The software shall be capable of migrating data from the existing and proposed databases and engines. This includes Informix-4GL relation db running on a HP-UX operating system, MS SQL 2000 running on Windows NT 4.0 server and FoxPro vs2.6 running on a Netware 5.0 server. The planned is an Oracle 8I (or greater) running on HP-UX operating system and MS SQL 2000 (or greater) running on Windows 2000 operating system. The Network currently is Netware 5.0 and the planned is Windows 2000. The Client/Desktop currently used is MS Office 2000 Professional early this fiscal year and upgrading to XP during the later part of this fiscal year. Windows 2000 Professional is planned for early this fiscal year. The software shall also be capable of being networked within the FLETC, providing graphic user interface (GUI) that accesses a centralized database. The student Pre-Registration form is the only aspect that shall be Web-enabled. Additionally, the software shall provide room for future growth (possible increases in programs, courses, divisions, facilities, employees and software improvements), be technically supported, with provisions for maintenance and upgrades, and be supported with user guides and manuals. However, this does not preclude any vendor who has a COTS Scheduling Software package which utilizes another operating system from conducting an OCD if the software is capable of performing the FLETC scheduling process.
