Description
The U.S. EPA, National Risk Management Research Lab., Air Pollution Prevention and Control Div. (APPCD), intends to negotiate on a sole source basis for additional services to be added to existing Purchase Order 1C-R175-NALX awarded to GE Energy & Environmental Research Corp. (GE EER) 5/31/01, under the authority of FAR 6.302-1. This requirement is for Technical Support of the Reburn Demonstration Project at Ladyzhin Power Station, Ukraine. The contractor shall maintain contact with Ladyzhin Power Station in the Ukraine to support their cooperative effort with the United States in testing of EPA's Reburn technology. This support shall include troubleshooting instrument failures, critiquing engineering design problems, evaluating system modifications, providing comments and recommendations on test planning and system shakedown and final modifications, performing on-site review of system modifications and data gathering, reviewing and analyzing test data. GE EER has unique experience with this plant and reburn system, having provided the reburn system design for the Ladyzhin plant. Also, GE EER is the only organization with a full understating of the system design, the plant's operating parameters, and the interactions between the plant and the reburn system. Equipment and associated technical expertise at GE EER are unique in the research community. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. See Numbered Note 26.
