Description
The U.S. EPA, National Risk Management Research Lab., Air Pollution Prevention and Control Div. (APPCD), intends to negotiate on a sole source basis for additional services to be added to existing Purchase Order 1C-R157-NAEX awarded to Rensselaer Polytechnic Institute (RPI), under the authority of FAR 6.302-1. This requirement is for technical support of EPA's in-house experimental research, as well as the research being done by DOE and EPRI. Although, extensive models have been developed for hydrocarbon combustion based on reliable rate coefficient measurements and increasingly sophisticated ab initio methods, reactions of metals represent a very different situation. These are yet largely too complicated for the state-of-the-art of purely theoretical methods to yield entirely meaningful predictions. EPA is seeking information related to gas-phase reaction kinetics of mercury (Hg) speciation in typical coal-fired utility boilers. The US EPA believes that the unique combination of experience in the area of interest, overall scientific expertise, and resources available with RPI is essential to complete this research project. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. See Numbered Note 26.
