Description
CBD NOTICE FOR HDX EDI SERVICES VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source contract with Siemens Medical Solutions Health Services Corporation under the authority of FAR 6.302-2, (Unusual and Compelling Urgency), and FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). Currently, VISN 22 is experiencing one of the lowest insurance identification percentages in the nation.=20 It is estimated that for every one percent, (1%), increase in insurance penetration, VISN 22 will generate an additional one million dollars in collections. This procurement is to obtain access to the HDX Browser Based Eligibility System and will provide the VA with access to a comprehensive electronic data interchange (EDI) services designed for the health care industry. This information will be available in a secured environment on a web-based application and meets the provisions/requirements of HIPAA. The program is fully compliant with 29 U.S.C. 794d, Section 508. This application will enable authorized VA/VISN 22 personnel obtain critical insurance and demographic information in =93real=94 time directly from any of the 150 insurance companies presently connected to the HDX switching system as well as the Department of Motor Vehicles, Medicare and MediCaid. The procurement includes a dedicated transmission line, a router specifically programmed to meet the needs of both HDX and the Government and continuing maintenance of the equipment. The Government intends to award a requirements contract for one (1) year, for delivery of the aforementioned services to all VA Medical Facilities in VISN 22. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 4:00 P.M. Pacific Daylight Time, October 5, 2001, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
