Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) number 688-26-02. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 97-27. The North American Industry Classification System (NAICS) for this solicitation is 811310. The small business size standard is 5 million dollars. Description of Work: Contractor to provide all necessary labor, parts, and equipment required for preventive maintenance and repair of rooftop chillers. Award of this contract is subject to the availability of funds and may be extended for two (2) additional option years in accordance with the clause at 52.217-9, Option to Extend the Term of the Contract. The Department of Labor Wage Determination #1994-2103, Revision #24, Dated 6/5/01 is hereby incorporated by reference to this solicitation. Hard Copies of the wage determination are available upon request. Services: Furnish all necessary labor, equipment, tools, materials, etc. for inspections, maintenance, and repairs services for Roof-Top-Chillers, listed under the following schedule of equipment: One (1) self-contained Roof- Top-Chiller, Dunham-Bush, Model AC DX040BQ, Serial # 11779001A99B. Serving M.I.C.U. One (1) Self-Contained Roof-Top-Chiller, McQuay Co.,Model AGR080A527, Serial # 58F8135801. Serving S.I.C.U. One (1) Self-Contained Roof-Top-Chiller, Dunham-Bush, Model.ACDR125B-O Serial # 9052801AA97F serving Operating Rooms. One (1) Self-Contained Roof-Top-Chiller, Trane, Model RAUCC404PG3AT, Serial # J93D81013. The Chiller Barrel is located in M.R.I. equipment room serving M.R.I. area. One (1) Self-Contained Roof-Top-Chiller, Trane, Model CGACC504KBNFF623FGHW, Serial # J89B80150. Serving 4C Section. The Contractor shall furnish all necessary labor, equipment, tools, materials, etc., for inspection, full maintenance, repair services for the equipment. The Contractor shall be required to replace all individual parts costing $1000 or less, per part, at no additional charge to the Government. If it is necessary to replace a part which would cost more than $1000., the Contractor shall immediately notify the Contracting Officer and provide a cost proposal for the part. This cost proposal shall be for the cost of the part only. All labor costs are included in the contract amount. The Contracting Officer shall either provide the Contractor with the part or authorize the Contractor to install the part and include the cost of the part on the monthly invoice. All parts shall be of the original manufacturer's design and specification or equal thereto. 2. Within thirty (30) days after award of contract, the Contractor shall submit a schedule of PMI's for each piece of equipment listed in the Schedule of Equipment 3. Service shall consist of technical inspections, cleaning, oiling, adjusting, calibrating, replacing all parts, and maintaining the equipment in good operating condition, including all intervening calls necessary between regular inspections. 4. All winter Preventive Maintenance should be completed no later than March 1st of the contract year. 5. Equipment placed under full maintenance service contract for the first time shall be in good operating condition and shall be subject to inspection by the Contractor within thirty (30) days after award of the contract. During first thirty (30) days the Contractor must reject the equipment if he/she deems it to be in a poor operating condition. Failure to reject such equipment shall constitute acceptance. A rejection notice shall be submitted to the Contracting Officer along with a cost proposal to repair the equipment. The Contracting Officer reserves the right to either order the equipment repaired replaced or deleted from the contract. 6. Contractor agrees to furnish a copy of the written Preventive Maintenance Protocol (policy and procedures), including the method and frequency of testing and verification of performance of the Equipment. 7. Approval of the Contracting Officer must be obtained before removing equipment to Contractor's plant. No transportation charge will be allowed for either repairman or equipment to or from the Contractor's plant. The Contractor will be responsible for damage or loss of equipment. A loan of the same type equipment, if required, will be furnished by the Contractor without additional cost. 8. The Engineering Service Plant Operations 138G must be notified 48 hours before any PMIs are to be performed. 9. Perform a minimum of twelve (12) inspections, one (1) per month as follows: a. Check Compressor oil level, chiller refrigerant level, and change as necessary, b. Check operation of purge unit, make necessary repairs, c. Check condition and settings of panel, operating, and safety controls, d. Verify proper equipment operations, e. Check condition of thermometers and gauges and replace if necessary. 10. Contractor also agrees to maintain the following related items/Equipment: a. Electric wiring from the starter to its respective motor, b. Meg Compressor Motor, c. Refrigerant piping between equipment, d. Insulation on the refrigerant piping and equipment, e. Change compressor oil, filter and filter driers, f. Leak check system with electronic leak detector and repair leaks, g. Perform cleaning of all condenser coils, h. Perform oil and refrigerant chemical analysis. Test to be performed by Chemical Laboratory. (On site test kits are not acceptable.) C. Delivery of service 1. Work shall be performed during the Medical Center's regular administrative working hours (8:00A.M. through 4:30 P.M., Monday through Friday, excluding Federal holidays.), except the Contractor shall provide intervening calls as necessary between regular inspections when necessary. 2. Emergency work callback is within two (2) hours after receipt of telephone call or written or verbal notification. 3. All work shall be performed by competent mechanics, experienced and qualified to work on the specific equipment. 4. A written report of each inspection shall be furnished to the Contracting Officer or designee. Such reports shall contain any repairs or recommendations not covered in the service contract. 5. All repair persons will report to the Engineering Service, Central Control Panel, and Mechanical Equipment Room #1, prior to starting and after completing any work. Repair person must leave a completed service report, signed by Plant Operator to certify as to services performed. PRICES/COSTS: Item #1 Base Year: 1 JOB @ $___________.
