Description
Amendment 1 to the 8/9/01 notice of intent to negotiate on a sole source basis with TWI, Inc., Toronto Ontario for providing Diversity Training. EPA believes that TWI, Inc., is the only firm capable of providing training for its NHEERL staff in diversity and equity based upon the principles set forth in "Diversity at Work -- The Business Case for Equity". TWI, Inc. developed the concept of the "equity continuum", has extensive experience in presenting the material in "Diversity at Work" and with facilitating implementation of the equity continuum. TWI, Inc. has confidential data that was collected using proprietary instruments from NHEERL staff and management; analyses previously performed of the current state of diversity and equity within NHEERL based upon surveys; additional information gathered on staff and management perspectives of diversity and equity; a unique understanding of the issues involved, therefore a unique capability to present the proposed training. As a result of the above, the EPA has identified TWI, Inc. as the only firm with the necessary background knowledge and expertise to perform the tasks within the prescribed time frame, i.e., FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements." The contractor shall provide 27 training sessions based on the principles in "Diversity at Work", 800 copies of the book "Diversity at Work -- A Business Case for Equity", a summary of participant discussion points from each training session, and a final report with recommendations for future actions. Training sessions will be conducted at EPA facilities located in Narragansett, RI, Research Triangle Park, NC , Chapel Hill, NC, Gulf Breeze, FL, Corvallis, OR, and Newport, OR. The period of performance is from date of award through April 30, 2002. All interested parties who believe they can provide the required services should submit a written proposal within 7 days from the date of this announcement. No solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
