- Description
- Sources Sought for a contractor to assist in the Administration of the Customs Broker Licensure Examination. The contractor would administer and score the Customs Broker Licensure Examination. The examination is given twice a year; the first Monday in April and the first Monday in October. The examination will be administered at approximately 49 locations nationwide. The Customs Service would identify the test sites thirty days in advance of the examination date and schedule the applicants for the test sites. Customs will provide the contractor with a camera-ready copy of each of the examination questions, answer key and directions for conducting the test. The contractor would be responsible for: (1) Making the appropriate number of the test and directions. (2) Inform each applicant as to the time and place of the examination. (3) Score the subject examinations and provide Customs with initial scores for all applicants. The contractor will also be responsible for performing an item analysis review of the examination after the initial scoring of the examination. Each item will be reviewed on test reliability, item reliability, item difficulty, and item response patterns. The item of concern will be forwarded to Customs representative, and reviewed and discussed by telephone with the contractor in order to validate the final scoring key. The contractor will be required to rescore the examination and the final scores will be provided to Customs Service representative. The contractor will also be responsible for notifying the applicants of their results. Sources interested in submitting information in response to this sources sought synopsis should provide as part of its submission the following items which would indicate that your firm meets the Government's requirement: (1) a capability statement; (2) past performance information (cite at least three projects over the past three years) of the same or similar services with the company name, address, and telephone numbers of technical and business references in order for Customs to validate past (or current) performance; (3) descriptive technical literature, brochures, catalogs, etc.; a brief technical proposal describing how the services would be performed in an expeditious manner; (4) commercial pricelists; (5) pricing information; etc. Proposed employees must be a U.S. Citizen and a favorable, current (within five years) background investigations. Responses to this synopsis should be mailed using the identification number set forth in this synopsis to Pansy Bradley-Cooper, Contracting Officer, U. S. Customs Service, Procurement Division, 1300 Pennsylvania Avenue, NW, Suite 4.2-E, Washington, DC 20229. This announcement is not a request for proposals (RFP), only a request for information at this time. Information received will normally be considered solely for the purpose of determining whether the requirement should be solicited in the future. Following receipt and review of submissions and at the election of the Government a conference may be scheduled with interested parties to discuss the requirement. The appropriate NAIC is 611691 ($5 M). Responses must be received not later than fifteen (15) days from the date of CBD publication of this notice.
