Preference for U.S. flag to be given in accordance with the Cargo Preference Act of 1904. Preference for VISA participants to be given in accordance with Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) at 64 Federal Register 8214-8222 dated 18 February 1999. MSC Sealift Program Management Office, Code PM52P, requests proposals for a vessel capable of meeting the transportation requirements described below. Minimum required speed 15 Kts in moderate weather. Owner to warrant that any and all regulatory compliances are maintained. BIZERTE, TUNISIA PORT RESTRICTIONS The exact discharge pier in Tunisia has not yet been determined. If the Kharouba Pier is selected, vessel must be equipped with a side ramp capable of accommodating all cargo parameters. The Kharouba Military Pier is unable to accommodate vessels with any other type of ramp due to a 3 meter separation between the vessel and the pier when docked. Should the Navy Pier in La Pecherie be selected, any vessel equipped with a slewing stern ramp, slewing bow ramp or a side ramp that can accommodate cargo parameters.
