Description
This project will consist of cold in place recycling, asphalt overlay (3R); and grading, drainage, roadway aggregate, and superpave asphalt concrete pavement (4R) on 12.540 kilometers (largest schedule) of roadway for Veterans Lake, Perimeter and Point Roads, in Chickasaw National Recreation Area, Murray County, State of Oklahoma. Estimated price range is between $1,000,000 and $5,000,000. Principal work items include: various types surveying and staking; lump sum contractor testing; 3,150 meters silt fence; 14,000 m3 roadway excavation; 2,160 m3 subexcavation; 3,550 m2 roadway obliteration; 19,100 m2 road reconditioning; 8,845 metric tons roadway aggregate method 2; 1,130 metric tons asphalt cement; 17,400 metric tons superpave asphalt concrete pavement; 11.528 km continuous cold recycled asphalt base course type A; 180 metric tons emulsified binder agent; 360 m2 plain Portland cement concrete pavement; 310 m pipe culvert (various); 355 m Portland cement concrete curb; 750 hours various major equipment operator; seeding; sign installation; and traffic control. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on the website listed in line 18 of this submittal. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
